This photo is of Tokuho Azuma (born Yamada Kikue) in Musume Dojoji (The Maiden at the Dojo Temple).  In the 1950s Tokuho led Azuma Kabuki, a traveling show, that toured the US to expose the west to traditional Kabuki.
